bing engine paging always return same result

What happened?
only use bing engine, paging not working.

How To Reproduce
only use bing engine and search query, then paging, the result is always same.

Expected behavior
return different results.

Just tested this on my private instance (running the latest docker image pull). I'm able to reproduce this issue.

Did some preliminary investigation. Couldn't see any specific root cause with the HTTP Parameters, I wonder if its a cookie issue?

EDIT: I seemed to have found the issue and opened #3416
