Adding format checking for sparse matrix in the function "read_v3_10x_h5"

I note that the function "read_v3_10x_h5" regards user's input as csr_matrix by defsult. However, there are various sparse storage formats such as COO and CSC. I think it would be better to add some checking and support more storage formats like COO and CSC.
