Issue with current documentation:

As it stands, the reference [1] in signal.ellipap is given by

Lutova, Tosic, and Evans, “Filter Design for Signal Processing”, Chapters 5 and 12

Idea or request for content:

Lutova should be Lutovac (prof. Miroslav Lutovac)

I'm not sure if non-ascii characters are allowed, but Tosic should really be Tošić as it's written in Serbian, but that's besides the point.

As it says on the tin -- added the missing letter to prof. Lutovac's last name in the docstring of signal.ellipap, as mentioned in issue scipy#20674
