what is the key difference between unstable development version and stable dev version in scikit-learn, i'm planning to use unstable dev version for my project??

we don't have a stable dev version. We only have releases, and the main branch, which is the dev version. There's no guarantee that the CI passes on the dev version, and sometimes (albeit very rarely) certain commits are reverted on main. But it's quite stable and you can use it. You should install the nightly version if you want to use that one, and keep updating it: https://scikit-learn.org/stable/developers/advanced_installation.html#installing-nightly-builds
