Update License configuration in the repo, so that pylic does not see the license as unknown and then mark it as an unsafe_package.

I see the GNU General Public License v3, and the GNU Lesser General Public License v3 within the source control tree.

I am willing to make an update and issue a pull request, but I am not sure which one the original author intended.

I haven't worked there for over 3 years but I can tag some people to hopefully get the ball rolling @support-savoirfairelinux @pierreduchemin @mraza60 @lgharib @aberaud
