It is necessary to unify all diktat-analysis.yml config files (in all places, also diktat-analysis-huawei.yml file).

To do this:

determine which rules should be included
check current default configuration of rules and determine same configuration for all enabled rules
fix falling smoke tests
fix the code of the entire project
