水平スケール時のコールドスタンバイ方式のサポート #380

ServerGroupにおいてはスケール動作の都度サーバを作成&破棄しているが、オプションでコールドスタンバイ方式をサポートしたい。
あらかじめ決められた量のサーバを作成(max_sizeなど)しておき、

スケールアウト時には電源ON&上流リソースへのアタッチ
スケールイン時には電源OFF&上流リソースからのデタッチ
を行う。

オプションによって最初に作成しておくサーバの数~~やサーバの電源ON/OFFの有無~~を切り替えられるようにするのも良さそう。
例: 現在のサーバ数+n個のサーバを作成しておくようにするオプションなど

メリット:

スピンアップ時間の短縮

デメリット:

コスト増 -> サーバの電源OFF状態でもディスクの料金が必要
