npm init rwjblue-release-it-setup -- --update --no-install

not sure if this is a windows thing

It's an npm init thing => https://docs.npmjs.com/cli/v8/commands/npm-init#forwarding-additional-options, so unrelated to create-rwjblue-release-it-setup itself.
