Setup CI based publishing #148

In order to prevent accidental issues with publishing we should avoid publishing from developer machines (see this example).

In order to do this we should:

Add a .github/workflows/publish.yml that does npx auto-dist-tag --write and npm publish (see this example) for tags
Add a new NPM_PUBLIC_TOKEN secret to the current repo
- Encrypted Secrets
- Get list of repository secrets
- Get repository public key (required for encrypting the secret to be created)
- Create a repository secret
Set npm: false in the release-it config in package.json
