Don't rely on `wasm2wat` and `wat2wasm` crates if we can avoid it.

Travis seems to be red as of late, and in the process of fixing it I figured I'd go ahead and move us to GitHub Actions.
This also replaces usage of
wat2wasmandwasm2watwith the corresponding Rust crates to reduce reliance on external tools.
