ap-southeast-3 missing from Rusoto::Region #1975

AWS officially launched the ap-southeast-3 region last year, https://docs.aws.amazon.com/general/latest/gr/rande.html#regional-endpoints but it is still missing from the rusoto_core::Region file: https://docs.rs/rusoto_core/latest/rusoto_core/enum.Region.html. This should be a quick change, could this support be added?
