VOTest framework enhancements

Description

After discussions with @jamesp-epcc on the Dune VOTest PR #6563, we have decided to make the following improvements in the VO Testing framework

1. Add a services section in the https://github.com/rucio/rucio/blob/master/etc/docker/test/matrix_policy_package_tests.yml file.

• Should converge into a docker-run command based on the provided sub-sections for environment, entrypoint and image. The container should run in the same network as the test container.

2. Verify that the installation command can be an inline script. This would allow installing policy packages via pip and doing additional configuration of the test container ( like updating the rucio.cfg file) from a single place.

3. ensure test containers have rucio client installed.
