configure location of global .bundle/config file #4332

I can't seem to find how to configure the location of bundler's global ~/.bundle/config file/directory.

Can this be configured with an environment variable?

No, it cannot, but per-project configuration can be done by setting BUNDLE_CONFIG IIRC
