following the document but zeitwerk error happened

I'm just trying to develop new cop on my project directly (not gem).
According to https://docs.rubocop.org/rubocop/development.html#implementation, it said "And the final cop code will look like something like this:"

module RuboCop
  module Cop
    module Style
      class SimplifyNotEmptyWithAny < Base
...

However, if I tried it and made the file at lib/rubocop/cop/style/simplify_not_empty_with_any.rb.
As a new cop, it worked, but if I run the command rails zeitwerk:check, it did not work.
I got error like this.

I tried < Base, require 'rubocop' and require 'rubocop/cop/base', but all trying did not work.

I do not know whether this is bug or not, is this bug or just my mistaken?

I made mistakes on this error.

1. File path should be like this lib/rubo_cop/cop/style/simplify_not_empty_with_any.rb.
2. It need the line require 'rubocop' at the beginning.
   • but if you write it one file, no need to write other file. So I recommend to write it in config/environments/test.rb

This is not a bug, but it's kind hard to read the document.
