Description

Using ros-tooling/setup-ros@v0.3 on macos-latest results in:

/usr/bin/sudo rosdep init
sudo: rosdep: command not found

This is very likely caused by macos-latest now using macOS 12 (https://github.blog/changelog/2022-10-03-github-actions-jobs-running-on-macos-latest-are-now-running-on-macos-12/).
