Currently roc ... and roc dev ... both accept the --optimized, --dev, and --opt-size flags but ignore them. This is because they use a special running mode for speed. We should remove all of those flags except for --dev. We should make them actually use the --dev flag when it is specified.

Note: this should probably wait on or be coordinated with #5388
