Kots fails to pinging docker registry docker.pkg.github.com

i deployed new stack in this also we got same error:
command use to install product:

kubectl kots  install lite/alpha --license-file ~/Downloads/testv5.yaml --config-values /tmp/configvalues.yaml --namespace kots --name testv5-exist --shared-password dGVzdHY1LWV4aXN0LWluc3RhbGxLb3RzLTExMk44WUo3OFUzTFY= --port-forward=false --wait-duration=5m

intermittently same error we are getting in our existing deployments also while downloading new releases. and we verified it is not specific to any kots version.
