A new draft is created with same PRs even after release #1356

I'm facing a very weird issue.

  1. Sometimes the change logs are not updated automatically, after merging a pull request.
  2. So, I edit the draft and update the changelog to add the merged pull request and publish the release.
  3. However, when a new pull request is merged after a release, the previously published release, changes to the draft, including all previous changes as well.

These are the published tags, but today, I still see the same draft with the released changes in the change log.

I'm using the GitHub Application to draft the release.
