Renaming local variables causes naming conflicts

JDK version: 17
Visual Studio Code version: 1.88
Java extension version: 1.29

Steps To Reproduce

1.select " i"
2.click “Rename”
3. new name "j"

class A {
void m(){
// rename i to j;
int i= 0;
class B{
int j;
void k(){
j= i;
}
}
};
}

We have found issues that are potential duplicates:

• Renaming method causes naming conflicts  #3619 (67.5%)

• Renaming the f method causes naming conflicts  #3618 (70.6%)

• Renaming the f method causes naming conflicts  #3617 (70.6%)

• Renaming the f method causes naming conflicts #3616 (70.6%)
