Tooltip and blinking cursor

Prerequisites

• I am using the correct version of React-Bootstrap for my version of Bootstrap
• I have searched for duplicate or closed issues

Describe the bug

The OverlayTrigger and Tootips component moves into the mouse on the side of the corresponding placement, and the mouse cursor will continue to blink！

Expected behavior

The mouse moves in from the corresponding placement side, and the mouse cursor does not blink

To Reproduce

1. enter from react-bootstrap to find the Overlay component
2. move the mouse slowly from the side of the corresponding placement, and the bug will be reproduced
