Allow option for a committee to be "private" #18

The IUF Board uses this software now. It should be possible to make an instance "private" such that you need to log in to see anything.

It looks like the anonymous viewing of committees no longer works correctly. For example, if you view these without logging in:
You can view a committee:
http://iuf-rulebook-2016.rulebook.unicycling-software.com/committees/8

You can view a proposal:
http://iuf-rulebook-2016.rulebook.unicycling-software.com/proposals/80

But you cannot view a discussion:
http://iuf-rulebook-2016.rulebook.unicycling-software.com/discussions/8

These discussions should be viewable - without showing the commenters' names.

However if a committee has been set to "private", the behavior should be as it currently is.
