Dashboard

What happened + What you expected to happen

I was trying to use dashboard

Got message
ImportError: Not all Ray Dashboard dependencies were found. To use the dashboard please install Ray using pip install ray[default].

But doing it havent solve a problem
command pip install ray[default] only output bunch of "Requirement already satisfied"

No "INFO services.py:1093 -- View the Ray dashboard at localhost:8265" message also

I expected it to print me "View the Ray dashboard..." and letting me open dash

Tried to run it both on jupyter and vscode

Facing the same problem with the cluster launcher on AWS on Linux machine. The head node is setup with the command: pip install -U "ray[default]".

Do not see the message View the Ray dashboard at... anywhere when the cluster starts up and no port listening on 8265 when I run the command lsof -i TCP| fgrep LISTEN

I had to downgrade aiohttp<3.8 to get dashboard working again in Ray 1.8.0. The details can be found in #19940

it's helpful, all fixed. Downgraded to previous version 3.7.4.post0
