Can you try with just set RHOSTS file:somefilename.txt where the somefilename.txt is the in the folder where you launched msfconsole?

At least on Linux I see it working as expected

I want to clarify that the code exists in lib/msf/core/rhosts_walker.rb and doesn't distinguish between Windows and Linux
