Discovery: Is there an alternative to CRD handling than to have CRD charts

Right now we are looking at using CRD charts to handle the separation between things that use CRDs and the CRDs themselves. Rancher does this today.

We are looking for a possible alternative method to handle CRDs. One that allows them to be versioned with more fine grained granularity and a different install process.

The output to this issue is a proposed concept that could be moved forward on. The concept should also cover alternatives that were not chosen and the reasons for that.
