Proper gas price strategy for Arbitrum networks #1608

Currently, Arbitrum based chains get detected and get a special handling for gas prices. Unfortunately is the currently implemented strategy very simple and only suitable for test networks (because very expensive). This needs to be replaced with a better and more accurate calculation.
