The problem is that the simulator container buffers the writing of the pcap, which is why we end up with a pcap that doesn't the VNP, although it was both sent and received.

Is it the container that buffers, or is your tcpdump simply missing option -U?

ns-3 is generating the pcaps, so the buffering is probably somewhere in ns-3 (or in the file system?).
