Automate validation on amazon linux 2

pypi binaries with slimmed dependencies are usable in standard AWS containers (amazonlinux:2 regression in 1.13)
Via Adding new validation workflow

Run single Single Python, Single CUDA validation on stock amazon linux 2. Following validation should run:
https://github.com/pytorch/builder/blob/main/.github/workflows/validate-linux-binaries.yml

instead of amazonlinux:2 which is coming up on EOL - can we start with amazonlinux:2023 or even better amazonlinxu:2023-minimal?
