Tasks for first time & novice contributors

The PTB dev team is always happy when people get involved and contribute to the project. We're especially keen to help newcomers make their first steps on making contributions to PTB and open source projects in general. To that end, we try to highlight tasks that are especially well suited for first time or novice contributors.

We also have a chat group on Telegram that's dedicated to people who want to make code contributions ot PTB. It is intended as a low barrier communication channel with the development team, where contributors can get help with their contributions in an informal manner. You are welcome to join us!
