An error while installing on windows

I used the command
pip3 install python-telegram-bot --upgrade
as in the instructions but it says
Fatal error in launcher: Unable to create process using '"c:\program files (x86)\python39-32\python.exe" "C:\Program Files (x86)\Python39-32\Scripts\pip3.exe" install python-telegram-bot --upgrade': The system cannot find the file specified.

The problem was solved by using :
py -m pip install python-telegram-bot

I'll keep it for future reference if anyone faces such problem.
