GCP includes the same "already exist" note as PyPI in a 400 response, but in `text` rather than `reason`. Fixes pypa#816.

@zware I've been thinking it's time for release. Looking over the pending changes and the semantic versioning guideline, I think it would be 3.5.0. @sigmavirus24 does that sound right to you? If so, then I'm happy to let @zware do the first three steps of making a new release. |
