Configure Read the Docs pull requests builds #768

As part of #767, I configured Read The Docs to build pull requests. However, it didn't happen on that PR. After reading the troubleshooting section, I think it might have something to do with the RTD webhook configuration, but it looks like I don't have sufficient GitHub permissions to change that.

Could somebody with sufficient GitHub permissions (@jaraco? @di?) help out this?

I clicked the button to resync the webhook and it succeeded. Did that do the trick?
