What's the problem this feature will solve?

PyPI now supports Metadata 2.2+ and it would be ideal if setuptools started to build for newer standards by default

Describe the solution you'd like

When no fields are Dynamic, Metadata 2.3 should be used. Otherwise Metadata 2.2 should be used.
