pipenv update --dry-run CL output same as --outdated flag

Hey Pipenv Community,

In order to solve the issue #5725, the dry run doesn’t have an actual functionality since the code source put the value of outdated flag according to it

if not outdated:
         outdated = bool(dry_run)

This means using the dry run flag gives the same results as the outdated flag.

if outdated:
        do_outdated(
            project,
            clear=clear,
            pre=pre,
            pypi_mirror=pypi_mirror,
        )

I believe it isn't necessary to add the dry run flag currently, until it has a unique functionality.
