AttributeError: module 'jinja2' has no attribute 'contextfilter'

Wow, thought we’d avoid this one bu not using Sphinx. Guessing it’s the same solution, though, a mkdocs pin needs updating.

I've fixed this in #1065, by pinning jinja2. The mkdocs update makes some changes to the theme that we use (breaking the sidebar TOC for some reason) so I've kept that pin.

This setuptools update is pretty big also, as it includes the pyproject.toml parsing.

pypa/setuptools#3068: [EXPERIMENTAL] Add support for pyproject.toml configuration (as introduced by PEP 621). Configuration parameters not covered by standards are handled in the [tool.setuptools] sub-table.
