Add warpgate tracking

Some people want to know if certain warpgates are OP. We'd have to create a map of warpgate IDs (which should be pretty stable and not change) then allocate positions to them.

We can easily track which faction had what warpgate, and potentially add that to the instance data.

This might be better handled via a new aggregate that's calculated every hour or so for all alerts in the past. Otherwise, we won't have any historicial data on this which would be a massive loss.

Warpgates often don't change at all, and if they do we can handle it.
