Pry.config.should_load_plugins doesn't work #101

Pry-rails loads plugins before reading the pryrc which may contain the should_load_plugins config option set to false.
It has only when launching rails console via pry or rails c but not when launching pry standalone

pry version: 0.11.3
pry-rails version: 0.3.6
