Add Circle CI configuration #719

I'm opening it now so I don't forget about it but I'll be off most of next week so no rush merging it. I've tested it by enabling Circle CI in my fork and it passes.

Once/when this is merged, I suggest that we run both Travis and Circle CI in parallel before turning off Travis.
