Remove old policy-bot branch protections when adding new ones

If the default branch of the repository is changed by an admin, the policy bot check for the old default branch will still be required, and the new one will be added.

Flowzone could potentially remove old policy-bot checks when adding the current default branch check, but this should be rare and if an admin is changing default branches they can also update branch protections.
