Pass options to willPrintOwnComments()

In the Coffeescript plugin, I've found the need to have options passed to willPrintOwnComments() (specifically, I'd want access to options.originalText/options.locStart()/options.locEnd())

So this PR adds options as a second argument passed to willPrintOwnComments()
