Activator in Openshift-firewalled environment

Context: We are trying to migrate a PlayFramework app into an Openshift cloud environment.

The environment is heavily secured with firewall but we can whitelist URL's so that our pods can access the outside network.

However, we encountered a blocker that there are actions that we are currently stuck in:

Also, we already set our plugins to offline: true and the repositories to a mirror artifactory.

Since it does not clearly state where it's getting the sbt library from we do not know what to make accessible via whitelist so that we can proceed
