Error: consumer prefetch count is not set

My pika consumer keeps telling me this error pika.exceptions.ChannelClosedByBroker: (406, "PRECONDITION_FAILED - consumer prefetch count is not set for 'queue 'test_stream' in vhost '/''")

I've tweaked around, but still getting this error, any suggestion?
