PassengerAgent server process is missing

Issue report

I have setup the rails app with nginx+passenger and followed all the steps mentioned in https://www.phusionpassenger.com/docs/advanced_guides/install_and_upgrade/nginx/install/oss/jammy.html. I troubleshoot the issue by following https://www.phusionpassenger.com/docs/advanced_guides/troubleshooting/nginx/troubleshooting/ruby/ but i didn't find any issue/error in my configuration. I don't know why PassengerAgent server process is missing.
Here is the details of my app.

Rails version: 7.0.0
Ruby version: 3.1.3
Nginx version: 1.22.0
Passenger version: 6.0.16
