file_get_contents can be useful while disregarding the return value.

Expected output

i think it should be acknowledged, that file_get_contents() can indeed have an effect.

Did PHPStan help you today? Did it make you happy in any way?

sorry, then i go ahead and close this one aswell, thought it might be possible, to have a "guess" at the context created and checking if its reaching out to URIs for example.
