Is there a way to up level, BUT exclude some rule(s)?

I would like to up level on my app, but fix certain rules later. There is a way to use baseline, but most of the errors will be copy paste errors.

Or is there a list of rules on different levels?
Since I want to be on same level, but also be strict only about some rules on minor level
