https://github.com/pgjdbc/pgjdbc/blob/master/pgjdbc/src/main/java/org/postgresql/util/Base64.java appears to be a fairly dated copy of a Base64 implementation that is only used as part of https://github.com/pgjdbc/pgjdbc/blob/master/pgjdbc/src/main/java/org/postgresql/xa/RecoveredXid.java.
What are thoughts about moving to https://docs.oracle.com/javase/8/docs/api/java/util/Base64.html
