Following #1109, a grant interface may be more idiomatic than exposing the policy itself, which is kind of an implementation detail.

const backend = new TerraformStateBackend(stack, 'Default')
const role = new Role(stack, 'Foo')

backend.grantRead(role) // for plan only
backend.grantReadWrite(role) // for apply
