Use 308 for append_slash_redirect instead of 301. fixes use modern redirect status #2351
Redirect URLs remain relative by default. fixes keep relative redirect locations by default #2352
Stream is only closed after last redirect. fixes test client fails when following more than one redirect with body #2353
