UX for sharing files internally is unintuitive

Describe the bug

The default action is created a password protected link for external users. While internal links are hidden behind the action "Invite People" which sounds like it will offer one by one invites via username.

Steps to reproduce

1. Create a file
2. Click the link icon

Expected behavior

More descriptive names for the 3 action or that the description is visible all the time, not only when selected.

Actual behavior

The public link action is selected, and the selected action is the only one with a description.

I believe the main idea here was to not flood the UI with all information all at once. Especially in scenarios with 5 roles it will be a lot of text. @tbsbdr What do you think?
