jsonc/auto did not properly detect if a core rule is turned off

    "rules": {
        "indent": "off", // ok
        "indent": 0, // not detected
        "indent": ["off", 4], // not detected
        "indent": [0, 4] // not detected
    }
}

This PR fixes this
