In progress: rpm best practices guide

Starting a best practice guide to create .spec file for the rpm package environment.
Already present a few abstract rules in fedora[1] but need to start from scratch in a separate document.

Thanks for sharing those links, Roy. I was not aware to the extent of guidelines and policies made around distros package management. Completely and entirely missing from those of language-based registries like npmjs. Appreciate you linking these here.
